Information and Communication Technology in the Philippines Essay

Information and Communication Technology (ICT) has become and will continue to be an integral part of the day-to-day life of every Filipino across all levels of our society. Information has always played a vital role in our history. Over the ages, people have used it to gain a more accurate picture of their current situation, make better decisions for the future, and improve the quality of their lives. But never has information been more accessible and more widespread than it is today. The latest improvements in Information and Communications Technology (ICT) have been impressive. Computers are progressively becoming smaller, more affordable, and more powerful. They are capable of storing an almost vast amount of data and information. And they are interconnected through telephone lines, satellites, and fiber-optic cables that span across the world, allowing the ability to communicate and share information with one another across borders. The pervasiveness of communication technology around the world necessitates that government embark on a cohesive and coordinated strategy on how to prepare its citizens to survive, live and thrive in a digital world. The world is experiencing a digital revolution and the Philippines have the opportunity to play an enormous role in it. Information and Communications Technology (ICT) is an important part in the country’s development. Opportunities abound with the help of ICT. The current ICT master plan for the Philippines dates back to 2006. With all of the new developments in this highly dynamic field, there is clearly a need to develop a new blueprint on how the country and its people can benefit from the use of ICT in governance, our economy and improving one’s way of life. The Philippines positions itself at the forefront of the digital revolution – dynamic and in command of the future. ICT is used extensively in the delivery of career information and guidance. Such usage covers wide range of applications. The role of ICT in guidance can be seen in three ways: as a tool, as an alternative, or as an agent of change. The growth of websites and helplines as forms of technically mediated service delivery means that the potential of ICT as a change agent is now greater than ever before. Current business-command the optimization of ICT usage to support national objectives of becoming a high income developed country. Thus as an enable, ICT in public sector must be addressed in general manner including people, process and technology where internal and external needs must be taken into place. The ICT evolution will take place with or without a systematic, comprehensive and articulated policy. However, the lack of a coherent policy is likely to contribute to the development (or prolonged existence) of ineffective infrastructure and a waste of resources. The importance of ICT policies is understood at the highest political level in many developing countries, and some countries have already adopted their own policies. The effectiveness of an ICT policy in one country does not guarantee that the same method would work in another and many developing countries face similar constraints that need to be taken into account when ICT policies are formulated. Philippines’ ICT against Other Countries ICT Development Current trends the world over the pointed to the fact that the major developments in the information economy. It resulted in revolutionizing the way people communicate and for the governments and firms to interact and conduct business. The presence of a reliable, accessible and affordable Philippine Information and communications infrastructure is a necessary condition for our participation in the information economy. Without it, our country will once again face the prospect of being marginalized in the global economy. The next part of this case study will discuss a brief ICT’s plan and current situation of our 3 neighboring countries; Singapore One of the key drivers of the Singapore’s Economic growth is their ICT. The island state is well connected via both fixed and wireless networks. By early 2012, their mobile penetration has passed 150%. By maintaining Singapore’s status as an ICT market leader, the government launched its plan for a nationwide fibre-based broadband network known as the Next Generation Broadband Network (NGNBN) and this is being rolled out in line with the government’s strategy. Hong Kong The world’s freest economy, characterized by free trade, free market and free flow of capital with stable and freely convertible currency and no foreign exchange controls. Their ICT development, the free flow of information with no censorship on content transmission provided a good environment for the development of web-based businesses such as content and media and cloud computing. In the next few years’ government will increasingly adopt cloud-based services. Such initiative will spawn opportunities for vendors and providers. Their telecommunications infrastructure is one of the most sophisticated in the world, with a wide range of innovative and advance services available in relatively low prices. The country also ensure the online secure. Hong Kong Computer Emergency Response Team Coordination Centre (HKCERT) was set up to coordinate responses to computer security incident, promote information security and take preventive measures against Internet Security threats. Malaysia Malaysia’s national transformation agenda envisions an innovative citizen-centric model of public service delivery accordance with the country’s principles. This is undertaken in tandem with a bold economic transformation approach to propel their countries in to a high-income economy by 2020. The effective utilization and application of information and communications technology (ICT) across multi-faceted service delivery of internal and government operations. The developments of country’s future where the ICT implementation comprise a suite of service offerings and infrastructure development that support a fundamental shift towards a collaborative and co-operative arrangement of open consultation, open data, shared knowledge and expertise. The Malaysian Public Sector ICT Strategic Plan (2011-2015) provides the blueprint to accelerate the innovative utilization and development of ICT in readiness for the ever-changing service landscape facing their public sector. Is it our country really prepared for this to compete with our neighboring countries? Can we level up our ICT sector with them? How ready is our country to harness the fast phase and benefits of information and communications technology? Our country’s main department about ICT related issues is the ICTO (Information and Communications Technology Office) which is under the Department of Science and Technology which is the former Commission on Information and Communications Technology (ICT). The ICTO’s primary thrusts for 2011-2016 are in the areas of ICT Industry Development, E-government, ICT Policy Development, ICT infrastructure and Cyber security. As designated organization by our government ICTO will ensure the development and implementation of comprehensive program to sustained the growth and comprehensiveness of ICT industries segments and firms; formulate an integrated program to support the growth of the ICT industry in the regions; undertake the development of an industry-relevant curriculum in coordination with the industry, government and academe to enhance the competitiveness of the ICT workforce, formulate, recommend and implement a comprehensive and harmonized ICT promotions and advocacy programs. Facilitating ICTO’s mandate in formulation ICT policies, implementing ICT plans and programs, leading international ICT cooperation bodies, and other related functions is the ICT Governance Policy and Planning group, which take lead in multi-stakeholder policy development. Primary initiatives for the policy and planning includes; National Connectivity and Broadband Development Plan, Philippine Digital Strategy (PDS) Implementation Plan, Cyber security and Data Privacy, ICT Procurement Standards, Digital TV Migration, ICT Standardization and the Philippine ICT statistics Portal. Ensuring that ICT access and Internet opportunities are available for the entire country is made possible by the development of effective and sustainable and strategic ICT infrastructure. The ICT infrastructure Group through its various programs ensures that these connectivity requirements are met in an efficient and effective manner. These projects include the TV White Space Initiatives (TVWS), Government Fiber Core Network, Upgrade of National Microwave Network, Cloud Top e-Learning for Public Schools and Internet TV Testbed. With all the documents presented our country’s policies regarding in boosting our ICT development and infrastructure are impressive. But only question is that, is there will be enough budget that the government will provide to sustain these developments? We might left behind in many aspects with our neighboring countries in terms of ICT development but we can still move forward and have these implemented with the right manpower, policy and full support from our government and private sector as well. Recommendation for ICT Development We are all contributors to the development of the global economy. Globalization, which is made possible by the ICT revolution, has extremely changed the rules of the development of it. Efficiency more than ever is now an indicator of competitiveness to achieve our nations goals. Nations, corporations and people that find the means to become more efficient will advance and prosper. We all know that in our country ICT will be one of the major drivers for boosting economy, and as a critical tool for better governance, corporate performance and individual achievement as a Filipino. Our government’s should provide an enabling policy, legal and regulatory environment for the ICT development. This means that our government should act as a facilitator and its involvement should be predictable, developmental, transparent and efficient. With more transparency in government operations and diminishing corruption by placing more government data in the public domain using the Internet, thus increasing opportunities for public scrutiny. For government more improvement for ICT development they must build public trust, enhance citizen to participate in government projects and activities, improve government’s public services online, and improve country’s competitive ness thru more efficient government operations. Another factors that needs to give attention to our country’s ICT development are the private sectors, civic organizations and society, international organizations they the role and responsibility as well. There are some actions that need to implement in order for these organization to help on enhancing our ICT programs: * By providing knowledge tools and enhance capacity in industry sectors to take advantage the ICT. * Create an environment for job growth in ICT and ICT-enable job all over the country if possible. * Promote an environment that entices investments for ICT research, innovation, development & manufacturing In order to ensure the success and sustainability of ICT initiatives, investors should be enabled by ensuring their direct participation during its conceptualization, planning and implementation. These sectors have the role as well to provide investments, capitals and other resources. By this the project for the ICT sector will be higher change of success and sustainability if these are market-led, rather than government-led. Let us not also forget the LGUs, schools and other community organizations, they must be consulted and their specific requirements are determined. They as well have an active involvement to the operations in building the ICT of our country on their own respective area of jurisdiction. Many of us today use the Internet for a variety of reasons: e-mailing to connect with friends and family, for business and work correspondence, web-browsing for news, research and entertainment, and increasingly for richer media and applications, such as watching online TV, posting videos and photos, as well as creating Internet content through blogs and other interactive forum. Being able to use the Internet has become an important necessity to any social and work life. For many different reasons, there are also many Filipinos who are not able to access the benefits the Internet has to offer. Some cannot afford the Internet or computers; others do not know how to use the Internet; and there are parts of the country where there is no Internet service or even electricity available, such as in more rural areas. Not only is the possibility and ability to use the Internet important for individuals, but also for countries as a whole. In our globalized world, the connectedness and Internet capabilities of a country are important elements for its competitiveness. Developing the Internet, including to rural areas, leads to new opportunities for nonagricultural employment, better paying agricultural jobs and greater overall productivity. Access to the Internet also promotes small and microbusiness growth, allows people in remote areas to work from home, offers greater access to crop market prices and enables rural businesses perhaps to compete more successfully even in the world markets. As far as I can say creating Internet opportunities for all guarantees that the Philippines has an inclusive growth and helps eliminate poverty.

Continuous analysis of the marketplace helps them to adapt, promote, and differentiate their products and service to meet customers’ needs (Enterprise automation group, accessed 2009). Through satisfying customers, these organizations can get PROFITS. The STRUCTURE of marketing-oriented organization often has few layers and their policies are not very difficult. Moreover, the STRATEGIES of a market oriented organization are generally clear and flexible because it deals with â€Å"market definition and selection, positioning and differentiation, and market entry or exit decisions† (Drumwright & Kosnik, 1989). Finally, before making important decisions, organization has to carefully consider the EXPECTATIONS OF STAKEHOLDERS, their perceptions and attitudes. Analyzing Canon’s position, the company is a marketing orientated organization due to having features as customer orientation, design of organization structure, formulation of strategies and stakeholders (Blurtit, accessed 2010). It can be clearly seen that all of the company’s performances are closely related to the characteristics of marketing orientation. Firstly, all decisions of Canon consider CUSTOMERS FIRST and they share the common value of superior quality of products. All of these facts show that Canon is a CUSTOMER-ORIENTED company. Secondly, the ORGANIZATIONAL STRUCTURE of Canon is flat structure. Canon focuses on â€Å"an organizational structure in which market and customer feedback is quickly relayed to development teams and swiftly reflected in products, but also the boosting of technological strength on the sales front† (Canon, accessed 2010). Thirdly, the STRATEGY OF MARKET ORIENTATION of Canon is long-term and flexible. Canon has strategies such as â€Å"reposition itself effectively through systematic long range technology forecasting, identification of product segments with high potential and introduction of products in these segments ahead of competitors† and using â€Å"globalization, alliances and innovation in a well-coordinated manner†. The strategy of Canon can be termed as â€Å"dynamic competence building in which distinctive competencies are renewed with the objective of dynamically maintaining its competitive edge†. (Bowonder and Miyake, n.d.). Recently, Canon has developed a strategy named â€Å"VICTORY†, which concentrated on Asian market including India, China and Vietnam. Theories of Motivation Essay Ask any person who is successful in whatever he or she is doing what motivates him/her, and very likely the answer will be goals. Goal Setting is extremely important to motivation and success. So what motivates you? Why are you in college? If you are in college because thats what your parents want, you may find it difficult to motivate yourself. Sure, its possible to succeed with someone else providing the motivation for you. (If you graduate from college, Ill give you a car! or worse If you dont graduate from college, you wont get a car. ) But motivation that comes from within really makes the difference. Theories have been developed over the years as to what motivates us and those theories are what I intend to discuss. Compare and Contrast of Motivational Theories Maslows Hierarchy of Needs Maslow showed little interest in animal or laboratory studies of human behavior. He chose instead to collect data for his theories by studying outstanding individuals. His studies led him to believe that people have certain needs, which are unchanging and genetic in origin. These needs are the same in all cultures and are both physiological and psychological. Maslow described these needs as being hierarchal in nature, meaning that some needs are more basic or more powerful than others and as these needs are satisfied, other higher needs emerge. (Abraham H. Maslows, 2001) Herzberg Hygiene Theory Herzberg found that the factors causing job satisfaction (and presumably motivation) were different from those causing job dissatisfaction. He developed the motivation-hygiene theory to explain these results. He called the satisfiers motivators and the dissatisfiers hygiene factors, using the term hygiene in the sense that they are considered maintenance factors  that are necessary to avoid dissatisfaction but that by themselves do not provide satisfaction. Herzberg described motivators as: growth, esteem, recognition, responsibility, advancement and personal goals. Hygienes are: job security, working conditions, company policies, co-worker relations and supervision relations. (McShane Von Glinow, 2003) McGregors Theory X and Theory Y People who espouse Theory X would believe that the average human being dislikes (all) work and will avoid it if they can; that because of this, people must be coerced to put in the required effort, offered inducements and threatened with punishment. Theory X goes on to hold that the average human being seeks to avoid responsibility, is not ambitious and seeks security before advancement. People who hold to Theory Y, on the other hand, believe that for most people work is as natural as play; that people have capacity for self-control: that motivation also arises from the higher order needs such as self-esteem and achievement and that people, if properly managed, will be more than willing to take on responsibility. Finally, theory Y holds that people can be creative and team spirited and that few organizations make use of the abilities that people have. Summary Maslows theory and Herzbergs Hygiene theory differ due to peoples needs not changing over time in Herzbergs theory. They all three resemble each other in that Maslows physiological, safety abd social needs; Herzbergs hygiene factors and all of McGregors Theory X and Theory Y factors are satisfied through conditions of employment and the workplace. McGregors Theory X and Theory Y are two distinct types of people where the other two individualize all of the theory factors. Maslows is a hierarchy that when one need is fulfilled others kick in. Herzberg outlines factors that need to be maintained on a constant basis rather than a hierarchy of one achievement to the next. All of the theories have validity, but I find that Herzbergs Hygiene Theory is what I see most at my work or in my field. It is especially noticed when I look at the dissatisfaction and then look at the hygiene factors and see such a resemblance.

The beauty segment offers cosmetics, female antiperspirant and deodorant, female personal cleansing, female shave care, hair care, hair color, hair styling, pharmacy channel, prestige products, salon professional, and skin care products. The Grooming segment provides electronic hair removal devices, home small appliances, male blades and razors, and male personal care. Over the recent years, PG has consistently earned the top spot within the Consumer Packaged Goods (CPG) industry while ranking in the top 10 of the overall list. Whereas PGs mission statement is in tandem with its actions as its currently the CPG in the world based on sales revenues; and continues to strive for sustainability in its business actions. It is currently the worlds largest producer of household and personal products by revenue standing at USD82billion for 2011. In the competitive Fast Moving Consumer Goods (FMCG) industry, PGs brands are important to the company. It has spent a great deal of time and money to establish its brand image by developing superior products through extensive Research Development (RD), innovative packaging, ensuring its on shelf availability and backing it with engaging integrated marketing communications and reliable service. Modern trade refers to retailing at large format stores whereas general trade refers to retailing at the thousands of independent retail, wholesale and mom and pop stores. At this moment, PG has not yet discovered any alternative to Walmart and might have to yield to their demands. They get samples and coupons to create a network effect. However, social media has changed the way in which companies gather information through traditional streams as consumers move to a digital age. It now gathers information about consumers through digital means like Facebook, twitter, launching apps that can be used on Smartphones etc and requires on website traffic and analytics to spot the next trend. In terms of competitor intelligence, PG definitely closely monitors its competitors through various online sources and probably outsources this research to external companies. In turn, this information is shared through the intranet about competitor intelligence and updates employees on what their competitors are up to. As there is no public information on this, I am assuming PG does the same if not more based on my work experience in Unilever. Competitors that currently represent a threat to PG would be Unilever, Colgate Palmolive, Clorox etc. The strategic group that PG is in would be the branded consumer goods section. However, PG isnt a direct competitor across all segments some of its competitors like Unilever still has a large portion of its revenue from its Food, tea and beverage business. Whereas Johnson Johnson not only consumer goods, but is also strong in medical and pharmaceutical industries. Its closest competitor in terms of direct product to product lineup in the household products market might be Colgate Palmolive. At this moment, PG is probably its own worst enemy. But in terms of its closest competitors that represent a treat, I would think that Unilever, Colgate Palmolive are two or its nearest competitors. One point to raise is the threat of private labels brands from supermarkets themselves. This is starting to be a threat especially during the economic recession when consumers dont differentiate between Shampoo Brand X and Shampoo Brand Y in terms of its value (reduces hair frizz) but on price alone. The in store brands by supermarkets like Coles or Woolworths compete in the same product category but obviously can afford to sell them at a lower entry price but higher profit margin. In order to mitigate this threat, PG has to spend more on branding and innovation to hopefully induce the willingness to pay for its products. The context of the FMCG industry is always dynamic. However, even though PG can probably use market research to stay abreast of latest developments, due to its size, it might not have the flexibility to react quickly to changes. It is clear in terms of the shift in power of the world economy; USA is the superpower of the past whereas Asia is the new superpower. With its headquarters still in Cincinnati Ohio, that in a sense is a constraint for PG as it is away from the business centers, away from the growth in the developing countries. This would include Ivory Snow, Dreft, Oxydol, era, Gain, Bold, Cheer and its crown Jewel Tide. Because PG also is based worldwide, it has many different specially created brands in each category to cater to different international markets. In Latin America, it sells 16 laundry product brands whereas in its EMEA (Europe, Middle East, Africa) geographic segment, it has a whopping 19 different brands for choice. PGs marketing strategy has clearly shifted from mass market to target marketing. It is aware that consumers have different needs through its elaborate consumer research, it has been trying to develop a product for every type of need a consumer has, it seems that PG is trying to have a race with itself to develop new products for any kind of customer. We can understand the motivation as PG wants to use its economies of scale and brand name to push out its products and expand market share to new and existing loyal customers. With the enormous number of brands in PG, we would imagine that each brand manager is trying to fight for publicity and capital for its brand. It is merely a hypothetical question, but could the multitude of brands be more of an internal fight for importance rather than actually meeting consumer needs? However, clearly PG positions itself in the premium section of the FMCG market. Its products like Pantene, Vidal Sasson can command higher prices than a lower end shampoo brand like Sunsilk from Unilever. As mentioned, the multitude of brands is both the strength and weakness for PG. For one, the same laundry products for example will be competing with each other for limited and precious supermarket shelf positioning and space. The fact that PG introduces several brands in one category might be economies of scale but could also crowd out the market. It could perhaps concentrate its resources on a handful of main brands and focus their targeting on specific customer segments instead of spreading itself too thinly. Because of the multitude of PGs categories, we will just examine in detail its laundry brands in US. In order to breakdown laundry segments, PG first has to look at the job to be done segmentation. It did research and probably thought that apart from using detergents to get clean clothes, people also want other things from detergent. As a result, PG is the unrivalled leader in the USD7billion US laundry detergent market. Tide alone is the market leader with a respectable 38% market share. When we combine all eight of PG laundry brands, it comes up to a 60% share of the market-2.5 times that of nearest rival Unilever and much more than any single brand could obtain by itself. However, does this mean that market share is due to the fact that PG has that many brands and is successful in its segmentation activities or is it because of the overall value proposition PGs detergents provide to its consumers. Could PG attain its market share of 60% by optimizing the number of SKUs by half? PG recognizes that they cannot appeal to all buyers in the marketplace or at least not to all buyers in the same way. Buyers are too numerous, too widely scattered, and too varied in their needs and buying practices. Moreover, PG itself varies widely in its abilities to serve different segments of the market. Rather than trying to compete in an entire market, sometimes against superior competitors, PG has identified the parts of the market that it can serve best and most profitably. Thus, PG is being more selective about the consumers that they wish to capture and retain. It has been a clear leader in moving from mass marketing, toward market segmentation and targeting-successfully identifying market segments after stringent market research and studies, selecting one or more of them, and developing products and marketing programs individually tailored to the specific niche. PG clearly believes the rifle approach is more effective rather than the shotgun approach. It has achieved previous success based on this approach, but would this strategy continue to work for the fickle and fussy FMCG market? In terms of Price, PGs premium pricing has shown that it can be moved with lower prices for the more cost sensitive developing countries. In terms of product categories, it competes in 35 product categories in US but only present in an average of 19 product categories globally. Therefore, PG is focusing on the launching more product categories in more countries, targeting expansion of the global average to presence in 24 product categories by 2014-15. With regards to place, PG currently distributes broadly through four channels: 1) supermarkets mass volume retail, 2) mom pop stores which are still prevalent in the third world countries especially when shops are inaccessible, 3) wholesale and 4) modern retail stores.
